The Regulatory Committee meeting was held on the first day with its chairman and members together with PHINMA Engr. Ricky Siton to review AFSS position paper. On April 2, Atty. Beth Lampas met with Congress Committee Secretariat on Housing to discuss status of pending housing bills. Meetings of the Committees on Membership, BIR Matters, BOI Matters, Convention, and Subsidies and Incentives were held to discuss updates. Various meetings/continuing dialogues were held with DILG Usec Fernandez; BIR Dep. Commissioner Aspe and staff; DTI Secretary Domingo; CRC UA&P Dr. Stan Padojinog, HLURB Dep. Commissioner Arturo Dublado, DOF Usec Jun Paul with HUDCC Sec. Gen Celia Alba; PHILVOCS Dir. Renato Solidum with DPWH Dir. Emmanuel Cuntapay; and Gen. Carlito Romero of the Bureau of Fire Department to discuss pressing industry concerns and issues.
On April 11, SHDA Board officers also tendered a Testimonial lunch for the recently retired HDMF Senior Officers among whom are Ms. Tess Gonzales, Ms. Yoly Akol, Ms. Puree Bautista and Ms. Cristina Reyes. Execom meeting was held on April 10 and Board meeting on April 24. Highlights were as follows:
A. Approval to send one representative, an officer, to the 4th Annual Affordable Housing Conference on June 17-19 at Kuala Lumpur, Malaysia, all expenses paid. The Officer shall brief the Board on the highlights of the forum.
B. Approval to hold the 2013 National Developers Convention at Fairmont Hotel, Makati City subject to further negotiation.
C. Presentation of SHDA’s BIR position paper for comments. The position paper contained the the following issues and concerns: Ruling on BOI Registered Projects; Requirement for Ruling on Socialized Housing Projects covered by Sec. 18 of UDHA; VAT Condominium duties; Regulation on Exemption of JV transactions; Tax exemption on acquisition of rawlands to be used for socialized housing where the seller is a corporation; and ruling on adjacent lots.
D. Discussion on how SHDA will address the concerns raised by Usec. Paul and thus prepared its justifications on the proposed delition of ITH for Mass Housing on the 2013 IPP.
E. Ratification of Excom’s approvals on the following:
a. Applications for Regular membership –
1. Anne Francis Management Builders Corp.
2. Dreamhauz Management and Development
b. The increase of P15K membership dues for both the regular and affiliate effective 2014
c. the standardization of Php 20K one-time application fee for both regular and affiliate
d. The yearly increase of the membership dues after 2014 which shall be based on the ACTUAL inflationary rate but not to exceed 15%.
e. The relaxation of the LTS requirement to be submitted within six (6) months should be on a case-to-case basis and on condition that the applicant shall be sponsored by at least one member of the board and that the action on the application shall only be a CONDITIONAL APPROVAL.
The official representatives of the newly approved members were introduced to the Board members after which a presentation on what SHDA is all about was made.
On April 29, A Business Meeting on Pag-IBIG Guidelines was held at Dusit Thani Hotel. Guest speaker was HDMF Deputy CEO Acmad Moti.
