Standardizing property valuation can support greater transparency and consistency, but how can it be implemented effectively across different local contexts?
The Real Property Valuation and Assessment Reform Act (RPVARA) aims to standardize property valuation across the country. SHDA supports the RPVARA and the move toward a proper and unified land valuation system that promotes transparency and consistency across the industry.
At the same time, SHDA has raised important considerations around implementation: the readiness of local government units to carry out the new valuation methodology, and the potential impact on land values, taxes, development costs, and ultimately, housing prices.
SHDA recognizes that the policy requires deeper study and should be implemented gradually, with sufficient preparation across all stakeholders involved.
These are the complex policy questions that continue to shape the housing industry — and why dialogue among developers, government, and other stakeholders is critical.
