𝐒𝐇𝐃𝐀 𝐢𝐧 𝐀𝐜𝐭𝐢𝐨𝐧

SHDA Chairman Engr Francis Richmond Z. Villegas, National President Kerwin V. Padua, Board Governor Anthony Noel, Executive Director Santiago Ducay, and Strategic Associate Kim Berberabe led the SHDA delegation to the 2026 SHDA Central Visayas Housing Summit held on September 11, 2026, with the theme, “Breaking Barriers, Building Forward: Accelerating Housing Development Through Regulatory Reform, Cost Resilience, and Resource Security.”

The summit’s objective, as explained by SHDA Central Visayas Chapter President Mr. Ken Salimbangon, is to identify solutions to the challenges for sustainable, resilient, accessible, and affordable housing.

Participant developers, stakeholders, professionals, government officials, and private sector organizations attended to discuss various topics affecting developers' operations and the provision of housing.

Among the areas of discussion were housing policy, taxation, and the implementation of the Real Property Valuation and Assessment Reform Act (RPVARA) by the Bureau of Local Government Finance (BLGF) and the Bureau of Internal Revenue (BIR); as well as resource security and sustainable development, covering water, power and other utilities, and environmental management, with insights from the Environmental Management Bureau (EMB), Metro Cebu Water District (MCWD), and Visayan Electric Company (VECO).

There were also engaging deliberations on housing affordability, innovation, and cost resilience, with insights from Home Development Mutual Fund (HDMF), Palafox Group of Architects, and King Properties. Developers’ experiences in breaking barriers to housing development, growth corridors in Central Visayas, and regulatory reforms to enhance housing delivery were highlighted by Savills, the Department of Economy, Planning, and Development (DEPDev), and the Department of Public Works and Highways (DPWH).

President Kerwin Padua delivered a message from the SHDA National on sustaining and enhancing SHDA's services to its members through the various advocacies and activities. He enjoined everyone to participate and attend the forthcoming 34th SHDA National Developers Convention with the theme, “Elevate, Sustaining Progress through Collaboration and Strategic Housing Innovations,” on September 16-17, 2026, at Marquis Events Place, BGC, in Taguig City.
