SHDA Executive Director Santiago Ducay and Strategic Associate Kim Berberabe, on behalf of SHDA Chairman Engr. Francis Villegas, President Kerwin Padua, First Vice President and Legislative Chairperson Atty. Marianne Reyna Lina-Cruz, and Board Adviser Mr. Bansan Choa, attended and participated in the discussions of the House Committee on Housing and Urban Development Technical Working Group on House Bills No. 1171 and 6691 concerning the Human Settlements Adjudication Commission (HSAC), chaired by Cong. Kenneth Gatchalian, on September 30, 2026, at the House of Representatives in Quezon City.

During the discussions, Executive Director Ducay underscored the merits of the bills and the important role of HSAC in providing an accessible and specialized forum for the resolution of disputes arising from real estate developments and homeowners association matters.

SHDA also manifested the need to strengthen the institutional independence of the HSAC; the need to institutionalize mechanisms to ensure continuity and expeditious disposition of cases; the selection process and qualifications of commissioners and regional adjudicators; the need for project owners and developers to have access to appropriate remedies; a clear and proportionate system of administrative fines and sanctions; and the proper framework for judicial review.
