The SHDA delegation, led by Chairman Engr. Francis Villegas and President Kerwin Padua, and joined by Executive Director Santiago Ducay, Adviser George Siy, Robinsons Land EVP Atty. Deogracias Grafil, and 8990 Holdings Atty. Hazel Helmuth, met with LRA Administrator Atty. Gerardo Sirios on January 22, 2026, at the Land Registration Authority in Quezon City. LRA Administrator Sirios was joined by Engr. SJ Pastrami, Chief of the Information, Communication, and Technology Division.![]()

During the meeting, Atty. Sirios informed the group that there is now zero backlog in the supply of judicial forms in all Registries of Deeds nationwide. Likewise, he mentioned the LRAβs introduction of cashless payments, as well as other digital programs, as part of its efforts to modernize the LRA into a paperless government office. Furthermore, Atty. Sirios shared that the agency is open to accepting feedback from developers on the performance and services of the Registries of Deeds to facilitate efficient and productive processing of land titles.![]()

President Padua and Chairman Villegas welcomed these LRA initiatives and extended an invitation to Administrator Sirios for SHDAβs next business meetings, as well as the National Convention.![]()

HDMF CEO Marilene Acosta enjoined the continued support and cooperation of housing developers, particularly in building economic and socialized housing programs for Fund members. She emphasized that all programs of the Fund are geared toward serving Pag-IBIG members, including informally employed workers who have no access to formal financing. She was joined by HDMF officials: Deputy CEO Alexander Aguilar, Deputy CEO Benjamin Felix Jr., Deputy CEO Atty. Robert Cosico, SVP Fermin Sta. Teresa, SVP Atty. Joseph Quiboloy, VP Jack Maglunsod, VP Jack Jacinto, and Department Manager III Tina Marie Gabiosa.![]()

She noted that in the years to come, HDMF intends to lower lending interest rates to around 3 percent and provide up to 10 percent dividends for MP2 savers. CEO Acosta also highlighted the importance of the housing sector as an economic pump primer that boosts the economy while serving as a form of social intervention.![]()

Deputy CEO Alexander Aguilar noted that the Fund has been open to innovative programs to support developers and ultimately benefit Fund members, such as direct investments and possible equity partnerships.![]()

Engr. Francis Villegas underscored the importance of regular dialogue and collaboration between HDMF and SHDA developers to address concerns on housing loan approvals and takeouts.![]()

HDMF will implement reforms for regional developers, including centralized processing of housing loans for faster and more efficient takeouts and other services for Fund members. Following the successful National Housing Exposition organized by Pag-IBIG in October 2025, the Pag-IBIG Fund announced the regular implementation of the National Housing Exhibit to sustain housing services and access for its members.![]()
